Except in case of emergencies, that's what the National Transportation Safety Board is recommending.
It would apply to all types of cell phones.
The recommendation is the result of a collision in Missouri last year. Two people died and 30 others were hurt. Authorities blamed the crash on a 19-year-old's receipt of 11 text messages in the 11 minutes leading up to the crash.
