Commerce City Municipal Court Judge David Juarez administers the Oath of Office to newly appointed Police Chief Troy Smith Tuesday evening at the first City Council meeting of 2013. The new chief of police will begin immediately as he works to develop plans to move the department forward and help resolve a number of challenges facing the department.
